. 30% saying it should be kept the same. some prominent democratic lawmakers who are nra supporters have shifted their opinions, as well. and now many are saying that it is time to bring back the ban on assault weapons. democratic congress woman elect elizabeth seti will be sworn in. clearly you just saw the numbers that have come out. those are very recent. and there is this notion that there is a ground swell, a shift. i don't know that that is true yet. these are numbers just immediately following a tragic incident that has been blanketing the news. how are lawmakers responding? not to suggest you are at capitol hill yet. what is your sense of what is happening down there? >> what i am hearing from colleagues around the country and from friends around the country and from parents right here in newtown that something has to be done. and i do think there are tipping points. i am a mother of three. i have been a room parent in the first grade classroom. and i think the image of these young children, of six year olds a week before the holidays is so heartbreaking that it is breaking

association finally breaks its silence. the nra promising to take part in a gun control debate it has scheduled a friday announcement. more on that in a minute. first to the white house and cnn's dan lothian. >> reporter: white house aides say this will be a chance for the president to talk more about the process of setting up this effort which, as you pointed out, will be led by vice president biden. i'm hearing also as part of that effort will involve homeland security, the education department, health and human services and also the justice department will be looking at ways that they can come up with policies to address this issue of gun violence. again, this is the president reacting to some pressure as to what he would do. you know, right after this violent event took place, the president came out and said that he would take action. that his administration in the coming weeks and months would be looking at ways to prevent something like this from happening again. so this is the first visible action that this administration has taken to -- is taking, rather, to meet that demand.

today, we will have live coverage here on the cspan accords. while we wait for the nra to get under way, we spoke earlier with a republican member of congress to get his thoughts on last night's action and the house on fiscal cliff legislation. > >> what happened inside the caucus last night at 7:30. >> it was about the short as one i have ever seen. john boehner said he did not have the vote and we passed the bill, two bills that harry reid has been sitting on and the senate. he said he is available to negotiate. mr. kantor said we would be called back within 48 hours notice and see you after christmas. that's all it was. host: are they negotiate from a position of strength? guest: the speaker has been negotiating as much as he can -- i think the president has not been dealing in good and faith and not negotiating at all. he gave us a plan that was his budget that was voted on in the senate, 99-0 against his budget and in the house, he gets zero votes for it also. that is what the president put on the table. i don't think he has been negotiating in good faith. we need to find solutions

people agree on this issue much more than our leaders in congress. i mean 74% of nra members and gun owners support having background checks for all gun sales. right now, only 40 -- sorry, 60% of gun sales take place with a background check. so we have huge disagreement there among gun owners, nongun owners, blue states, red states, we need to see that sort of agreement on capitol hill. the people are there, we need to follow the will of the people. >> i do think sometimes there's a tremendous chasm on how guns are viewed in places like chicago, new york and california, how they're viewed in versus how they're viewed in places like i'm from in south carolina, or in rural places like newtown, connecticut. >> i think it's true that there is some disagreement, but what i'm saying is there's also a lot of agreement and a lot of things that we can do which would save a lot of lives, because another thing that we have to do, a massacre like this, causes us all to confront the specter of gun violence that happens every day, often in shootings that don't make the national news. so we need to

correct and partially wrong. it looks like the nra's proposal is a lot like exactly what happened after 9/11. immediately though grabbed any federal agent they could to throw them on the planes and later on they put together a really poorly implemented program to arm pilots. and not very many volunteered for the program. i can see the reality. look. he is right in some regard. if someone shows up at a school and there is an armed principal and armed guard clearly that is not going to happen it's unseasonable for starters. it is impractical. let alone the safety implications that come out of all of this. did it work in the skies though? >> well, could argue that it is working because there hasn't been an incident but it looks like every time an american aircraft that gets hijacked there hasn't been any air marshals or both planes that have in iad's on board most of them didn't have armed marshals on them and i don't think there were any armed pilots on them either. so, the air marshall program alone is a billion-dollar program. and the armed pilots program is a lot of the pilots believe it
